JF Airlines, also called Jersey Ferry Airlines, were flying Portsmouth to Jersey as one of their routes. Although a STOL airliner the Twin Pioneer was slower than many helicopters. The Yak-40 had been demonstrated at Portsmouth a few days before this photo. There had been a couple of non fatal grass runway over-run incidents with, I believe HS-748s and the airport was closed in the 70s.

This Twin Pin was delivered new to the Royal Malaysian Air Force on 28 May 1962 as FM1066. It was later given the Malaysian civil registration 9M-ART before coming to Australia, where it was re-registered VH-EVB on 7 January 1982. It's recently undergone an extensive restoration.
