It was based on the IAR-316B Alouette 3 (its frame) but with a new stepped two-seat armoured cockpit, a restyled fuselage with hardpoints for external weapons. The Skyfox was planned as a low cost attack helicopter, economical to operate and maintain and any Alouette 3 operator was able to support it.

Designed for observation and ground attack missions while France fought the Algerian War, the Voltigeur first flew on 5 June 1958, one year before the similar Grumman OV-1 Mohawk.
