Founded by Charles Townsend Ludington and Wallace Kellett, Ludington Exhibition Co became Ludington Philadelphia Flying Service in 1926, using a new airfield that became PHL. Dallin Aerial Surveys, run by former RAF pilot Victor Dallin, also moved here and apparently made use of this FC-2 too as it is posing here in front of their office with aerial cameras, likely also made by Fairchild.
