MAP stands for Ministry of the Aviation Industry (Министе́рство авиацио́нной промы́шленности) which was responsible (among some other related assets) of design and production of aircrafts. Name of city and APO indicates location of production factory. The plane later got in 1990 got a more civilian looking livery as seen here in AirHistory.net.
