Originally the H-70, NX20399 was built by Management & Research under a Department of Commerce contract promoting lightplane development. After an accident in January 1938, was rebuilt and modified by Tuscar as the H-71. It managed to clock up 60 flying hours before NX20399 crashed in August 1945.
