The TH-28 was Enstrom's entry in the US Army's NTH (new training helicopter) program. Developed from the company's 280FX with a larger cabin and instrument panel, crashworthy seats and fuel system, turbine power and bigger tail surfaces. Although the Bell 206B-3 won the 1993 contract, Enstrom certified the TH-28 and built six for civil service before stretching the fuselage for the more successful five seat Enstrom 480.

"Rudy" Enstrom, the company closed it's doors on January 21, 2022 after declaring bankruptcy due to financial difficulties.
