This amateur constructed aircraft was built here at Victoria beginning in 2021 and according to the CCAR is a Pulsar. The only "Pulsar" I can find is the Aero Designs Pulsar which looks vaguely similar and has Rotax engines of roughly 100 hp. This engine drinks Avgas and from its gravely sound and the size of the propeller I'd guess it was over 200 hp with turbocharging. Also it moves very fast.
