This has all the looks of a former Mexican T-28, even though the outer red triangle of the nationality marking is missing (faded?). The name under the cockpit reads 'Escobar' (making Spanish-speaking operator likely) and the Mexican air force used to operate the T-28A, one of which was registered 944.
