The young engineers of the State Aircraft Factory started the design work of VL Tuisku as a hobby. The Defence Ministry ordered the prototype 1933. The prototype took air first time 1934 but destroyed same year in dive test due to aeroelastic flutter. A new prototype delivered 1935. The VL Tuisku II was proven successful and the State Aircraft Factory build 28 VL Tuisku IIs. The aircraft were delivered 1936-1937 and was used as a versatile trainer until 1950.
