VH-MVA was the first production Airtourer. The aircraft was designed by Henry Millicer in a response to a Royal Aero Club competition for an aerobatic, two-seat Tiger Moth/Chipmunk replacement. The wooden prototype flew in 1959. The Victa company, known for its lawnmowers, offered to put an all-metal version of the aircraft into production at its factory near Bankstown airport. VH-MVA was the first of the metal aircraft and flew on December 12, 1961. It was registered in March 1963 after receiving type approval.
