This is clearly a North American Navion brought under the CAR 549 regulations as an amateur-built aircraft. It was (re)built by EV Stacey in 2002. Ryan Navion N4240K was cancelled 02-Jun-1998 as exported to Canada, but its cn NAV-4-1240 didn't appear in the register there. But 16-Apr-2002 Stacey 3 was registered with cn 1240.
