The logo the fuselage is the Mexican coat of arms which would make this a government aircraft. The name El Cachanilla is associated with the people of the Baja Californian state capital Mexicali. The role of XC-CIE is not known but it is possible it was based at Mexicali for government use. The aircraft was sold in the US in 1973 as N357X.
